Dr. John Tracy

(Chairman) was born and raised in southern California. From an early age he loved going to the woods, and it was in the Angeles National Forest where he happened-upon Mendenhall Lookout while traveling on horseback. He also bugged his father enough to drive two hours in his Thurderbird over rough roads to a lookout in the Los Padres National Forest. He always wanted to hike to South Hawkins Lookout on the Angeles National Forest, but it burned down in a horrible fire about 6 years ago. Read more

Don Allen Jr.

(President) was practically born onto Sand Mountain. His parents staffed the old fire lookout there during the summers of 1965-67 while they were students at University of Oregon. As a young boy and adolescent, Don Jr. would often plead with his parents to take him back to Sand Mountain, and they patiently obliged as often as they could. It was on such a trip in 1974 that Don Jr. first witnessed dirt bikes tearing-up soils and plants as they climbed the steep crater walls and open cinder slopes of Sand Mountain, spraying volumes of soil down hill as tires churned. At age eleven, Don Jr. spent the rest of that weekend on his hands and knees carefully pushing the displaced soil back into place as best he could. He knew that others would follow off-road if they saw the tracks. "People have a tendency to justify bad behavior by saying 'lots of folks have been doing this or that.'" Read more

Tim Nidever

first visited Sand Mountain in 1993, and he has been coming back ever since. As suggested in the photo at left (where Tim can be seen scanning for smoke beneath an ominous mammata cloud formation), Tim is perhaps most comfortable with a pair of binoculars in has hand. Even better if the fate of a few million acres of forest are hanging on his diligence. Read more

Bill Joy

(Secretary) Bill's first contact with the Forest Service (and the great outdoors of the Northwest) came as a college student in the mid to late 1960s, when he spent his summers on fire crews. Bill began his Forest Service career on Detroit Ranger District in the era where fire lookouts were being abandoned (and often intentionally burned) in deference to aerial patrols which were thought to save money and reduce the need for fixed lookouts. Bill advanced to the Redmond Hotshots in his 3rd season – an elite crew of firefighters with a tradition of excellence that is still around today. Read more

Candace Mueller

(Treasurer) was born in Gooding, Idaho and spent parts of her life near Pocatello and Great Falls before finally settling in Salem. She graduated Phi Beta Kappa from University of Oregon Honors College in 1970 with a degree in English, having spent summers on Forest Service Lookouts from 1962 through 1967. Read more
